The Stormwater Program and Design Institute was an intensive, interactive three-day program specifically designed to help public and private sector stormwater professionals develop or improve their municipal stormwater programs, strengthen their stormwater management design skills, and learn technical skills to effectively comply with the six minimum management measures of the NPDES Phase II stormwater permit program.

Developed by the Center for Watershed Protection
in cooperation with Westchester County Department of Planning and Westchester County Soil and WaterConservation District

Partial funding provided by US EPA, Office of Water

Why the Institutes Are Different

Most of the sessions at the Institutes are interactive, with hands-on training both in the field and in the classroom. Lecturing is kept to a minimum, and opportunities exist for participants to receive individualized support from local and national experts. Institute participants should have a background in engineering, hydrology, or water quality. Participants who attend the Institutes will earn up to 21 PDHs in association with the New York State Society of Professional Engineers and the Practicing Institute of Engineering (approval pending), a training certificate, a special Institute notebook, and access to a private resource website designed exclusively for stormwater managers.

Workshops and Highlights

Stormwater PROGRAM Institute

The SPI workshop sessions provided technical and program support to Municipal Separate Storm Sewer Systems (MS4) communities through a combination of classroom teaching, interactive exercises and field trips. Sessions offered practical guidance on program setup, design, and administration, including staffing, budgeting, financing and resources. The focus was on building effective programs for stormwater management; erosion and sediment control; illicit discharge detection; pollution prevention; watershed education and public involvement.

In addition, the SPI offered unique opportunities for participants to receive individualized support from local and national experts to develop or improve their local programs.

Stormwater DESIGN Institute

The SDI workshop sessions were geared towards public and private sector engineers and plan reviewers who needed intensive training on the design of stormwater treatment practices, including ponds, wetlands, infiltration and filtration practices, and on-site practices such as permeable pavement, rain gardens, and bioretention areas. Training also focused on erosion and sediment control design, better site design techniques, pollution prevention audits, field methods for detecting illicit discharges, and pollutant removal considerations. Special stormwater considerations for northeastern conditions will be covered as well.

The SDI sessions combined classroom teaching, design exercises and field visits into a dynamic and comprehensive learning experience.

Who Attended?

While a majority of attendees were from New York state, stormwater professionals from other northeastern states (e.g., CT, MA, ME, NH, NJ, RI, and VT) attended as well. Institute participants should have a background in engineering, hydrology, or water quality. There will be a list of attendees available on the special SPI/SDI Web resources page shortly.

Refunds and Cancellations

In the event that you were unable to attend the Institute after you’ve registered, approved substitutions could have been made without penalty. Cancellations made before October 22 were refundable minus a $25 administration fee. Any cancellation received after October 22 is subject to forfeiture of all fees. Refunds will be given only if a replacement from the waiting list fills the position.
