If your local stormwater program was fortunate enough to adopt a stormwater utility BEFORE the economic crisis…congratulations! If your stormwater fee is set at a level to finance all your program costs, you are really doing well. However, there are many local stormwater managers that don’t fall into either category, and local decision-makers may be wary of adopting any new fees or taxes. At same time, MS4 regulations are not easing up just because your local government’s budget is in the tank.  New requirements, such as TMDLs, may even be added to MS4 obligations. What is a local stormwater manager to do in the age of budget cuts?

This webcast will give you practical tips on prioritizing program elements that achieve multiple objectives, phasing implementation, and looking at multiple sources of revenue.  Experts on stormwater program funding will be on hand to answer your questions. 3. Stormwater Retrofitting - Wed, October 14, 12-2pm EST

While stormwater management regulations are typically focused on new development activities, local watershed and stormwater management goals cannot always be met by simply by installing stormwater management practices on new development sites. In many urban and suburban watersheds, the landscape has already been developed without stormwater controls. This can make it difficult to address local watershed and stormwater management goals, such as reducing pollutant loads to meet total maximum daily load (TMDL) regulations. The task at hand for watershed managers in these already developed urban and suburban watersheds is watershed restoration.

This webcast will focus on the restoration of urban and suburban watersheds through stormwater retrofitting. In particular, it will discuss the design and implementation of stormwater retrofit practices featured in CWP’s Urban Stormwater Retrofit Practices manual, which discusses retrofitting existing urban lands, such as parking lots, residential streets, conveyance systems and landscaped areas. The webcast will also provide information about the cost and pollutant removal performance of stormwater retrofits.

4. Urban Watershed Forestry - Wed, November 18, 12-2pm Eastern

“Who will speak for the trees?” wondered the Lorax in a popular book from our childhood. Go back to school this November to learn what the Lorax already knew about Urban Watershed Forestry, the art and science of using trees to protect and restore our watersheds. The webcast will cover Urban Tree Canopy 101, Advanced Urban Tree Canopy, and, for those math geeks out there, Urban Tree Accounting, plus a virtual field trip to learn hands-on planting and maintenance techniques from our resident forester.

The webinar will introduce participants to various urban watershed forestry tools and will feature guest speakers from two communities to share their experiences with urban forestry at the municipal scale and the site scale. Cindy Blain, Greenprint Relations Director for the Sacramento Tree Foundation will discuss a Regional Approach to Urban Tree Canopy goals in California; and Heather Montgomery, Community Restoration Coordinator for Frederick County Division of Public Works, will discuss Frederick County Maryland Public Schools Greening Initiative and what they have accomplished so far.  

5. Erosion/Sediment Control - Tues, December 15, 12-2pm Eastern

The erosion and sediment control (ESC) program is a fundamental water quality initiative that has been around in many parts of the country for decades. Managing runoff from an active construction site while construction equipment is literally moving the ground under your feet has presented continuing challenges for the regulator and regulated communities. This webcast will begin by highlighting the latest EPA rulemaking: Final Effluent Guidelines for the Construction and Development Industry, and provide a detailed overview of how the federal, state, and local permit implementation programs are designed to work. The webcast will also discuss state and local strategies for training, plan review, inspection, and enforcement that have been successful at improving on-site compliance.
