The Center is governed by a Board of Directors that provides strategic direction and oversight for the organization. Our current board members include:
Eileen Straughan, President: President and founder of Straughan Environmental Services, Inc., Eileen has over 20 years of experience in environmental science, planning, and design for transportation and land development projects.
Don Armour, Vice President: Don is an Associate for Stantec in Columbus, OH. He leads other professionals in water resource efforts related to watershed planning, stormwater control and floodplain management.
Kathleen Blaha, Vice President: Kathy is the principal in her own firm, Kathy Blaha Consulting, LLC which provides planning and management services to conservation clients. Previously Kathy spent 24 years working on real estate, finance and program management issues at the Trust for Public Land.
Robert Tucker, Treasurer: Bob is the owner of Bob Tucker Consulting, Inc, a consulting company offering construction consulting and owner's representation services to the development and property management industry. He is formerly the Vice President of Residential Construction with the Baltimore development and contracting firm, Struever Bros., Eccles, & Rouse.
Ronald E. Bowen, P.E., Secretary: As the Director of Public Works for Anne Arundel County, MD, Ron is responsible for the operation and maintenance of the Bureaus of Highways, Utilities, Waste Management Services and Engineering. The Department manages the County's capital improvement program that includes all County owned infrastructure. Ron has developed a keen interest in helping to lead a philosophy of environment stewardship throughout all areas of operation of the County.
Hon. David L. Bulova: David is a Member of the Virginia House of Delegates representing the 37th District and currently serves on the General Laws and Agriculture, Chesapeake, and Natural Resources committees. He is also Senior Planner at AMEC Earth & Environmental, Inc. and works to help local governments comply with state and federal environmental regulations.
Teresa D. Daniell: Teresa is a Senior Executive with a record of success leading diverse functions and large complex operations. She is an exceptional leader with a career as a Air Force Officer and General Manager of leading water utility. As an Effective Change Leader Teresa has Improved employee performance, business models and community image. She continues to use her Communicator/Negotiator skills to build and maintain partnerships and client relationships.
James Davenport: James is a Program Manager for National Association of Counties, Community Services Division in Washington DC and has been with NACo since 1998. He provides education and technical assistance on critical issues such as Wildfire Risk Reduction, Rural Road Safety, Compatible Land Use Planning (for Lands Surrounding Military Installations) and other environmental and sustainability issues. He is a current member of the American Planning Association, has an American Institute of Certificate Planners (AICP) designation, and staffs the NACo affiliate organization, the National Association of County Planners.
Ryan Miller: Ryan is the Relationship Manager of M&T Bank. He is new to the Board and excited to work toward creating viable solutions and partnerships for responsible land and water management.
R. Fernando Pasquel: Fernando is Vice President of Michael Baker, Inc., a leading engineering and energy management firm.
David Pittenger: David is the former Executive Director of the National Aquarium. He brings a wealth of experience in association management.
Kris Prendergast: Kris brings a decade of experience in association management with a special focus on membership and chapters.
Brad Rogers: Brad is founder and owner of Baltimore Landmark Homes, a development firm focusing on green redevelopment strategies for Baltimore City; Baltimore Green Construction, a general contracting firm specializing in environmentally sensitive design and construction; and City Life Realty, a real estate brokerage that combines extensive knowledge of Baltimore neighborhoods with a thorough understanding of green building.
Jeff Shinrock: Jeff is the Principal for Red Eagle Development. He provides management, technology, market planning strategies, sustainable construction and business solutions for corporate, government, non-profit, and construction clients.
Matthew G. Steinhilber, Esq.: Matt is an attorney with the Baltimore office of the law firm of Ballard Spahr Andrews & Ingersoll, LLP. He represents lenders and borrowers in a variety of commercial and real estate finance transactions, with an emphasis on healthcare facility and student housing financings.
Rebecca Winer-Skonovd: Rebecca brings 10 years experience in stormwater management and watershed planning. She is a Senior Scientist for Larry Walker Associates, an environmental engineering and consulting firm that porvides innovative water quality solutions for municipalities throughout California.
