The Pollution Detectives Toolkit provides resources to local governments who are implementing illicit discharge detection and elimination (IDDE) programs and provides resources to help address the required programmatic elements for IDDE programs. Funding for the toolkit was provided by Altria Group, Inc. and the National Fish and Wildlife Foundation.
This spreadsheet uses raw data from outfall screening and from instream baseflow sampling to make an initial determination of flow sources (e.g., wastewater, tap water), calculate nutrient loads for each outfall and compare pollutant loads from outfalls to baseflow within the stream itself.
This section contains field forms for the Outfall Reconnaissance Inventory (ORI), a protocol for field screening of stormwater outfalls to identify illicit discharges, as well as an ORI Sample Collection Lab Sheet to record results of water quality analysis for outfalls evaluated using the ORI.

This mini-guide contains procedures for detecting and tracking illicit discharges through a desktop assessment of illicit discharge potential, field screening of outfalls to detect illicit discharges and drainage area investigations to locate and remove the source of the discharge.
