This report provides findings from a 2008 visual survey of stormwater management BMPs in eight localities and a review of four local stormwater management programs in the James River basin. This report provides results and recommendations regarding proper BMP design, construction, and maintenance methods as well as programmatic features that can affect the types and quality of stormwater BMPs that are installed within a locality. This study was part of the broader Extreme BMP Makeover project, a three-year endeavor to aggressively improve the pollutant reduction achieved by stormwater management practices serving development in the James River watershed.
