Our staff have a wide range of experiences and trainings in various watershed topics, and are well-versed in the latest research, regulatory issues, field methods, local applications, engineering, planning, modeling, biology, stream ecology, monitoring, and other aspects of watershed work.

Hye Yeong Kwon - hyk@cwp.org Executive Director As the Executive Director, Hye Yeong's responsibilities include organizational management, fund-raising, and program development. With nearly 20 years of experience in nonprofit management and a background in biology, Hye Yeong has combined her education and training to help lead the Center toward a multi-disciplinary strategy to protect and restore watersheds throughout the country. Her project experience has included a wide range of subjects, including environmentally sensitive site design, watershed planning, and consensus building. Hye Yeong has a B.S. in Biology, an M.S. in Management, and an MBA. Hye Yeong lives in Ellicott City with daughters Cassie and Isa, and enjoys playing football, traveling, scuba diving, camping, eating good food, and good company. |

Bill Stack, P.E. - bps@cwp.org Deputy Director of Programs As the Deputy Director of Programs, Bill's responsibilities include program and resource development, supervision, and marketing. With over 35 years of experience in the field, Bill is the senior resident expert on staff. Before coming to the Center, Bill worked in Baltimore City and also served as a past Center Board Member. Bill has a B.S. in Biology from St. Mary's College of MD and a M.S. in Biology from Towson University. Bill lives in Carroll County, MD with his wife. |

David Hirschman - djh@cwp.org Program Director Dave joined the Center staff in 2005 as a Senior Water Resources Specialist. He has worked for 20 years in the public, private, and non-profit sectors on a variety of water resources and environmental health issues. In his life prior to the Center, Dave managed a water resources program for a local government, managed a non-profit organization, ran a small environmental consulting office, and taught water resources courses at the university level. His areas of concentration include innovative stormwater design and implementation, stormwater program development, land use planning, and training. Dave works for the Center from the satellite office in Charlottesville, Virginia. He has a B.A. in Biology from Duke University and a Masters of Urban & Regional Planning from Virginia Tech. |

Greg Hoffmann, P.E. - gph@cwp.org Program Director, Practices A Wisconsin native, Greg is a Professional Engineer with a Master of Engineering from Michigan Technological University. Prior to joining the Center, Greg worked for a private consulting firm in Port Huron, Michigan, gaining experience on a wide variety of engineering projects, ranging from private site plans to large-scale stream restoration and watershed planning. Greg began at the Center in 2008, and has been involved with development of stormwater regulations and guidance documents, watershed assessment and planning, stormwater retrofitting, local program development, and training on various stormwater and watershed topics. Greg lives in Catonsville with his wife, Elizabeth, and spends his spare time hiking, traveling, and working in his garden. |

Karen Cappiella - kc@cwp.org Program Director, Research Karen is a former GIS guru who now focuses primarily on applied watershed and stormwater research. She enjoys researching emerging watershed issues, analyzing watershed data, and translating technical topics into easy-to-understand guidance. Special areas of interest include impervious cover measurement and urban forestry. Karen has been with the Center since 2000, and has a B.A. in Geography from Millersville University and an M.A. in Geography from East Carolina University. She lives in Frederick County with her husband and daughters, and enjoys playing soccer, cooking, and researching her family ancestry. |

Joseph Battiata, P.E. - jgb@cwp.org Senior Water Resources Engineer Joe has over 25 years of experience in water resources and stormwater management, including serving as a Senior Water Resources Engineer and Project Manager with Williamsburg Environmental Group, Inc., and the Regional Regulatory Manager for CONTECH Stormwater Solutions. Joe has also worked in the public sector serving as a Senior Hydraulics Engineer for the Virginia Department of Transportation’s Location and Design Division, where he developed and managed the implementation of VDOT’s Municipal Separate Storm Sewer System (MS4) and Construction General Permit Programs. He also served as the Stormwater Program Manager and Chief Engineer with the Virginia Department of Conservation and Recreation (DCR). Joe started his career as a consultant in the D.C. metro area after graduating from The Catholic University of America with a B.S. in Civil Engineering. |

Deb Caraco, P.E. - dsc@cwp.org Senior Watershed Engineer Deb has been a Center employee since 1996, and currently works for the Center remotely from New York State. Deb's areas of focus include Illicit Discharge Detection and Elimination (IDDE), pollutant modeling, watershed analyses, stormwater design and stormwater program development. Deb has a Masters of Engineering in Biological and Environmental Engineering from Cornell University, and enjoys camping, kayaking, reading, cross country skiing, and gardening. Deb lives in Ithaca, NY with her husband Rob, children Desiree and Devin, and rabbit, Petunia. |

Reid Christianson, P.E., Ph.D. - rdc@cwp.org Water Resources Engineer Reid joined the Center in 2012 and works on a variety of projects including conceptual urban stormwater management designs. A transplant from the Midwest, Reid is a Professional Engineer and has a PhD in Biosystems Engineering from Oklahoma State University. Prior to joining the Center, Reid worked for Iowa State University where he researched the impacts of agricultural best management practices on water quality. Reid and his wife, Laura, enjoy exploring the greater DC metropolitan area on the weekends. In his spare time, Reid enjoys computer programming and small electronic circuit development. |

Sadie Drescher - srd@cwp.org Watershed Researcher & Planner Sadie has over 12 years of environmental professional experience. Sadie joined the Center in 2009. She develops watershed management strategies and tools for local communities with an emphasis on coastal stormwater management, training, and science translation for end users. Prior to joining the Center, Sadie worked for SC’s Office of Ocean and Coastal Resource Management in the Science and Policy Division, USDA Center for Forested Wetlands (SC), and Oak Ridge National Laboratory (TN). Sadie has a MS in Environmental Studies from the College of Charleston (2005) and a BS in Biology from Tennessee Technological University (1999). She lives in Baltimore, MD, and enjoys trying new restaurants with her husband, Josh, urban gardening, and a good book. |

Lisa Fraley-McNeal - lfm@cwp.org Research Specialist Lisa has extensive GIS experience, including geoprocessing, and watershed analysis. She also serves as the Associate Editor of the Watershed Science Bulletin, the peer-reviewed journal of AWSPs. Her interests include fluvial geomorphology, urban hydrology, and sedimentology. She has a B.S. degree in Geography and Environmental Systems, with a writing minor and cartography certificate from the University of Maryland, Baltimore County. Lisa also has a M.S. degree from the University of Maryland, Baltimore County in Marine and Estuarine Environmental Science. Lisa currently lives in Severn with her husband Jeff. During her free time she enjoys taking adventures on her motorcycle, playing with her dog, Summer, and lifting heavy things at the gym. |

Laura Gardner - llg@cwp.org Water Resources Engineer A recent transplant from Wisconsin, Laura came to the Center in 2012. Laura has a B.S. in Biological Systems Engineering and a M.S. in Civil and Environmental Engineering from the University of Wisconsin - Madison. She has experience in project management and data research and analysis. Laura enjoys spending her free time reading and exploring the sites of Maryland and D.C. Laura and her husband Jeffrey live in Howard County. |

Anne Guillette - anneg@cwp.org Landscape Designer/Architect With an advanced degree in landscape architecture, Anne joined CWP in 2011. Anne has extensive experience in sustainable site design solutions for residential, commercial, and municipal projects, Anne has expertise in design, permitting, project management, and construction oversight with a concentration on ecologically sensitive stormwater management, including bioretention (rain gardens), permeable paving, water collection & reuse, and native landscaping.Anne is also a LEED Accredited Progessional and a recognized leader in low impact development (LID). She serves as a USGBC Board Member and has authored several LID reference materials. |

Katrina Harrison - katrinah@cwp.org Membership Coordinator & Watershed Technician Katrina graduated with a B.S. in Conservation Biology from The State University of New York: The College of Environmental Science and Forestry in the spring of 2011. She Interned at the Indiana’s Nature Conservancy working closely with the endangered Karner Blue butterfly. While there she helped implement and monitor their restoration program. Katrina also worked as a Piping Plover Steward in Suffolk County, Long Island where she monitored and observed the behavior of the endangered Piping Plover. Born in Northern Virginia she is now looking forward to moving to Maryland. On her downtime, she enjoys reading, baking, spending time with family and friends, spending time outside and playing with her cat Suny. |

Erin Johnson - etj@cwp.org Marketing, Membership and Fundraising Manager Before becoming the membership and marketing manager, Erin has worked for the Center for 8 years as a corporate fundraising consultant. She worked in the magazine and book publishing world for nearly 25 years. She has worked for several other environmental non profits. Erin graduated from Ithaca College in 1972 with a BA in Drama. |

Neely Law, PhD - nll@cwp.org Senior Research Analyst Since joining the Center in 2004, Neely’s primary responsibilities include research on stormwater techniques, planning and management to include, for example stormwater indicators, urban wetlands and street sweeping. As part of the research and other applied Center projects, Neely provides data synthesis and analyses, survey development and writing technical reports and management plans. She has additional experience in public education/teaching, community outreach and land use planning. Neely has a B.S. in Environmental Studies and Urban Planning from the University of Waterloo, an M.A. in Geography from the University of Toronto and a Ph.D. in Geography from the University of North Carolina-Chapel Hill. Neely lives in Leesburg with her husband and three children. |

Lori Lilly - lal@cwp.org Watershed Ecologist/Planner Lori came to the Center in 2009 from Astoria, OR where she served as a Watershed Council Coordinator for a Council of Governments and Director of the North Coast Watershed Association. Lori has a B.S. in Natural Resource Management from the Rutgers University and a Master’s degree in Marine, Estuarine and Environmental Science from the University of Maryland Eastern Shore. Lori’s expertise at the Center includes illicit discharge detection and elimination (IDDE), watershed planning and implementation and capacity building for local governments and watershed organizations. Lori lives with her family at the Howard County Conservancy where her husband is a part-time caretaker and, when not sleuthing streams for sewage leaks, she spends her time cooking and baking, swimming, playing music and enjoying time with her husband and two kids. |

Albert has over 30 years of experience that entails managing and planning engineering studies, managing wetlands consulting and construction, conducting field surveys, and performing topographic analysis. |

Julie Schneider - jas@cwp.org Watershed Planner Since joining the Center in 2005, Julie recently opened a Philadelphia, Pennsylvania satellite program office. In this role, Julie is working with communities in Pennsylvania to help meet local TMDL and stormwater permit needs. Julie’s technical skills include watershed planning and analysis, conducting field assessments, training workshops, research and GIS mapping and analysis. Julie received her B.S. in Environmental Science from the SUNY University at Buffalo and a M.S. from SUNY College of Environmental Science and Forestry. Julie lives in Glenside with her husband and son. |

Bryan Seipp - bts@cwp.org Watershed Manager/Professional Forester Bryan, a Maryland native, came to the Center in 2009. Prior to working at the Center Bryan worked for the Maryland DNR Forest Service and more recently the Potomac Conservancy where he was the Director of Restoration. Bryan has experience working with individual landowners, organizations and governments to improve water quality by restoring stream buffers, building stormwater BMPs, and managing agriculture and forested properties. Bryan has a B.S. in Forest Resource Management from Virginia Tech, is a licensed professional forester in the state of Maryland and serves as the Policy Chair for the Maryland/Delaware chapter of the Society of American Foresters. His responsibilities at the Center include watershed planning and implementation, GIS mapping and analysis, conducting field assessments, training workshops, and capacity building for local watershed organizations. Bryan lives in Baltimore, and outside of work hours he enjoys photography, mountain biking, fishing, and scuba diving. |

Chris Swann - cps@cwp.org Watershed Planner /CIO Chris has been a watershed planner at the Center for fifteen+ years. His work time is split between two responsibilities; researching and writing technical guidance on watershed management issues, and trying to keep the CWP technology in check and functioning properly. Since joining the Center in 1997, Chris has contributed in the writing of numerous Center publications, including the Urban Subwatershed Restoration Manual series and the Better Site Design Manual. Chris has a B.S. in Natural Resources Management from the University of Maryland, as well as a B.S. in Biology from James Madison University. |

Laurel Woodworth - lw@cwp.org Stormwater and Watershed Planner Laurel provides assistance on a variety of stormwater management and watershed projects. She works for the Center from the Charlottesville, VA satellite office. Her past experience includes working for the County of Albemarle, VA on stormwater BMP maintenance inspections and coordinating the citizen water quality monitoring program and other projects for the Alliance for the Chesapeake Bay. She has a B.A. in Environmental Science and a B.A. in Environmental Thought & Practice from the University of Virginia. Laurel, who grew up in southern France and in the Shenandoah Valley of Virginia, enjoys playing music and ultimate Frisbee, cooking, and exploring the world of innovative stormwater management. |
